Threatening /harassing e-mails

I received information about a client who is sending harassing e-mails in the Calgary/Edmonton area. This client is persistent/demanding and he is threatening bad reviews if the lady does not book with him. Which is BS, as most decent boards would ban him. If he is a PERB member, which I am sure he is I hope he comes forward so we can put him in PERBatory, his e-mail is : dougey@hotmail.ca. Sorry, that is all the info I have for now.
