Cannot post a thread

Just recently became a member few days ago, but I cant post a thread. Theres nothing that says "post thread" on mine except for here. Do I have to wait a few days to post something?

When I posted that one thread I had to go to a drop box then I gave me the option of posting. Now there's no drop boxes or even that blue box like that.
