If they are going to rebuild, they need to ship out Sherwood while his value is high, Demko, EP40 if they can dump him, Garland and any other pending UFAs for whatever they can get. Aquilini likely won't like it, but he might actually listen this time after ignoring the last couple of GMs.

Everyone wants to be a star and pay like a star. They want to prove themself and play harder. So trading your high cap players will actually encourage them play better and give them a raise for their contracts with the cap space. They should sign Kiefer Sherwood and trade E. Kane and Demko.
